I am staunch Republican and a strong Bush supporter, but he keeps apologizing for the New Orleans hurricane and is providing Federal funds for the resolution. According to the 10th Amendment, New Orleans and the problems the corrupt jurisdiction has are the responsibility of the local and state government. President Bush has decided to fund all repairs with Federal, i.e. our money. If it was not for the biased media, he would not be apologizing for not using authority that he does
not have.
Maybe it is just me, but Louisiana should have avoided the pet projects and prepared for a category 4 hurricane years ago when the money was appropriated for the levees. Texas was well prepared for Hurricane Rita. I think

I too am frustrated with the media on the coverage that a hurricane and its aftermath are caused by one man alone. I don't care if it was Bush or a democratic president. My understanding is that FEMA's job is to come in after a disaster and that the local governments are responsible for before a disaster, especially one that they knew was coming!!
I agree with you that it is not one man's fault but it was also known that FEMA and the Red Cross were turned away by the LA state goverment. Plus, FEMA is a federal department and cannot intervene until the incompetent local government requests assistance.
